Frank serves as District Planning Manager for MoDOT’s Southwest District. His department is responsible for scheduling and funding state transportation projects, identifying transportation priorities in cooperation with local governments and regional planning organizations, long-range transportation planning, administration of Federal grants to cities and counties, and working with land development projects that impact state transportation. Frank has been with MoDOT since 2000. He has a Bachelor of Arts in Geography from Missouri State University and a Master’s of Regional and Community Planning from Kansas State University.
