Heather joined the Department of Natural Resources in September 1999. She is currently the Watershed Protection Section Chief in the Water Protection Program, where she oversees the teams that establish water quality criteria, conduct water monitoring, develop plans to restore impaired waters and support nonpoint pollutant reduction efforts. Previously, Heather supervised the Clean Water Industrial Permits unit, which is responsible for permitting some of the most complicated and involved sites, including power plants and concentrated animal feeding operations. Her tenure with the department has also included stints with the Air Pollution Control Program's asbestos team and the Underground Storage Tank unit. While working in the tanks unit, Heather wrote and implemented operational regulations, served on national committees dedicated to approving new equipment, developed guidance and implementation plans, and provided training programs. She holds a bachelor's degree in biology from the University of Missouri - Columbia.
