Kelly Hopper is the Chief of Regulatory Operations for the financial regulation division of the Department of Commerce and Insurance. In this role, he oversees the licensing of foreign insurance companies and insurance-related entities and the collection of nearly half a billion dollars of premium tax revenue annually, while also contributing to the financial analysis and examination of domestic insurance companies and various other projects. While in MLA he was Legal Counsel to the Office of Administration, working on a wide range of issues including labor relations, employee benefits, personnel administration, litigation, administrative rulemaking, and the Sunshine Law. He holds a Bachelor of Arts in Economics and Mathematics from the University of Rochester and a Juris Doctor and Master of Business Administration degrees from Washington University in St. Louis.
Kelly’s biggest takeaway from Missouri Leadership Academy is the experience helped Kelly understand other departments around the state better as well as the overall mission of state government. The passion and commitment of fellow cohort members made the experience valuable and rewarding.
