Kelly Hopper joined the Office of Administration (OA) as Legal Counsel in May 2018. In this role, he provides legal advice to the Commissioner's Office and the divisions of OA, especially Personnel and Accounting, on a wide range of issues including labor relations, employee benefits, personnel administration, litigation, administrative rulemaking, and the Sunshine Law. Previously, Kelly worked at the Department of Insurance, Financial Institutions, and Professional Registration. He holds a Bachelor of Arts in Economics and Mathematics from the University of Rochester and a Juris Doctor and Master of Business Administration degrees from Washington University in St. Louis.
