Spencer serves as the Associate Superintendent for the Transition Center of Kansas City, formerly known as Kansas City Reentry Center, which is in the process of being transitioned from a prison to a Probation and Parole facility. He began his career with the State of Missouri in 1989 with the Circuit Court of Jackson County as a cashier in the Civil Records Department and remained there working his way up to the position of Director of Criminal Record of Jackson County. In 2001 he moved out of state and returned in 2006 with Probation and Parole. In his tenure with Corrections he has been an Office Support Assistant – Part time, Senior Office Support Assistant, Storekeeper II, Business Manager, Deputy Warden with Division of Adult Institutions before transitioning to his current position.
