Jacob is the General Counsel at MoDNR. He joined the Department of Natural Resources in Fall 2018 as Deputy General Counsel. Prior to joining MoDNR, Jacob worked at the Public Service Commission as a Senior Counsel for Staff in Fall 2015, and then later as Deputy Counsel for Water and Sewer. Jacob started his public service in Summer 2012 with the Missouri Attorney General's Office. As General Counsel and MoDNR, he oversees a team of 12, and provides legal advice to the agency on a variety of topics, including public records law, civil rights law, administrative and regulatory law, risk management, personnel matters, environmental regulation, and contracts. Jacob coordinates with other legal counsel and agency leadership to break down silos and build agency resiliency.

Jacob’s biggest takeaway from Missouri Leadership Academy is Missouri State Government has vast significant responsibilities to its citizens, and its day-to-day public servants are extremely dedicated in delivering on those commitments. If there is a way to do it better, we want to find a way.
