Since January 2023, Heather has served as a unit manager for foster care programs in the Children's Division central office. She and her team provide statewide strategic, clinical, and technical support to ensure the safety, permanency, and well-being of children and families experiencing foster care. Heather began her career with the Children's Division in 2000, starting as a frontline child abuse and neglect investigator, working her way up through leadership positions, including 31st Circuit Manager (2011) and Southwest Region Field Support Manager (2017). Heather has successfully implemented several large-scale initiatives, including Signs of Safety and Team Decision Making. She co-authored and received a large workforce development grant via the National Child Welfare Workforce Institute in collaboration with Missouri State University (MSU). Heather has a Bachelor's degree in Elementary Education and a Master's degree in Social Work and is a Licensed Clinical Social Worker (LCSW). Heather has taught as an adjunct professor at MSU and mentored and supported staff in their journeys to higher education and clinical licensure.
