Richard is the Director of the Missouri Medicaid Audit & Compliance (MMAC) unit within the DSS Director’s Office. In this role, Richard leads a team of over 90 team members that ensure integrity of Missouri’s Medicaid program by preventing detecting, and investigating fraudulent, abusive, and wasteful practices within Missouri’s Medicaid program. Richard has worked for the state of Missouri since 1995 and joined the Department of Social Services (DSS) in 2014. Prior to joining DSS, Richard served in the U.S. Air Force as a military police officer from 1991-1995 and he served two tours in the middle-east in support of operation Desert Storm and subsequent humanitarian efforts. Richard then worked as a state trooper with the Missouri State Highway Patrol (MSHP) and was the Associate Director of the Missouri Office of Prosecution Services (MOPS). Upon entering the Leadership Academy, Richard served as the Central Region Investigations Manager within the Investigations Section of the Division of Legal Services (DLS). In this role, Richard was responsible for overseeing the daily operations of two investigative units; the Central Region Welfare Investigation Unit (WIU) and the Special Assignment Unit (SAU). Richard earned his Bachelor's degree in Criminal Justice Administration from Columbia College in 2016 and he is a nationally certified Welfare Fraud Investigator.
