Richard has worked for the state of Missouri since 1995 and joined the Department of Social Services (DSS) in 2014. Richard currently serves as the Central Region Investigations Manager within the Investigations Section of the Division of Legal Services. In his role, Richard is responsible for overseeing the daily operations of two investigative units; the Central Region Welfare Investigation Unit (WIU) and the Special Assignment Unit (SAU). WIU investigates state/federal law violations and the Code of State/Federal Regulations surrounding the many public assistance benefit programs DSS offers. The SAU conducts internal, administrative/criminal personnel investigations on DSS employees and contracts vendors to strengthen department integrity. Richard is a nationally Certified Welfare Fraud Investigator (CWFI), and he earned his Bachelor's degree in Criminal Justice Administration from Columbia College in 2016.
