The 2026 Learning Framework’s theme is “Developing high-impact leaders to advance departmental goals and strengthen the State of Missouri’s service delivery.” This year, the Framework incorporates the foundational focus for the State of Missouri’s development programs, such as Lead Self, Lead Others, and Lead Change.
