Joe Joined the CDBG program in August of 2021 as the Chief Financial Officer. He Ascended to the Program Manager position in July of 2025 where he oversees the awarding of HUD Grants to Communities for Water/wastewater, Streets, community Facilities projects as well as Presidentially Declared Disaster awards. Joe earned his BBA in Accounting from Morehead State University and Master of Legal Studies from Washington University in St. Louis School of Law.
