Jess serves as Deputy General Counsel for the Office of Administration where she provides legal advisement and support on matters impacting state operations. She is licensed to practice law in Missouri and Illinois. Jess’ current work has particular focus on property and construction law, centering on real estate transactions, construction contract disputes, risk mitigation, and state procurement. With over 10 years of legal experience, Jess has worked for several private law firms where she handled complex transactional and litigation matters. She is dedicated to using this work experience to enhance government, protect public resources, and to assist the Office of Administration in making informed, ethical, and effective decisions that benefit the state.
