J Luebbert joined the Staff of the Public Service Commission in March of 2016 as a Utility Engineering Specialist for the Energy Resources Department and currently serves as a Regulatory Compliance Manager in the Tariff/Rate Design Department. In his current role, J manages a team of interdisciplinary professionals including economists, senior research/data analysts, and an auditor who make recommendations to the Public Service Commission in the form of expert testimony on issues affecting the utility industry. J received a Bachelor of Science degree in Biological Engineering from the University of Missouri-Columbia in May 2012.
